This paper presents an empirical test of Schlegel's “interaction interpretation” of the theory of special relativity. Analysis of the UTC time scales maintained at various observatory sites over the world indicates that neither Schlegel's “interaction interpretation” of the theory of relativity nor the conventional “space-time coordinate transformation interpretation” of relativity can significantly improve agreement between the UTC time scales. Instead evidence for the effects of accelerations on clock rates is suggested.

In writing on a subject in which the most significant words have been used in quite different senses by modern authors, I think it most prudent to begin by defining my terms. By rhythmical prose I mean all prose in which the writer consciously follows a definite scheme in order to obtain particular cadences at the close of the period or within it, and this whether the favoured cadences are marked by quantity or by accent. I subdivide rhythmical prose into (...) metrical and accentual. The latter term explains itself. In spite of Aristotle's familiar opposition of ṕÅθμóσ and μτρ¿ν, I use the word ‘metrical’ of quantitative prose, both because the term ‘quantitative prose’ seems to me cumbrous, and because to the speakers of any modern language metre is the natural opposite of stress accent, whether in prose or in verse; and Aristotle's terminology, which takes no account of stress accent, may reasonably be displaced by the modern distinction. Several possibilities are still open to the ethicist concerned with the problem of relativism. We may want to reconsider more carefully than ever before the connotations of "relative," of "action" and of "culture" in the context of those (...) anthropologists whose claims are said to be detrimental to ethics. Of these terms so crucial for what Moser calls relativism of right, only the first has been analyzed from opposite perspectives by Stevenson and Berlin. So far as I know, no one has treated "relative" as a relational term in the fruitful way suggested by Berlin.19 We may also come to realize that the issue of relativism is too much imbedded in historical and metaphysical tenets and thus is not amenable to the ahistorical treatment of the logical status of moral judgment. Thus we may want to rewrite its whole history by exploiting one of the best facets of Moser's essay. That is, a comparative study of the sociology of knowledge with the organic model of cultural anthropology. Lastly we may agree with A. Edel and consider the whole issue a closed chapter in the history of philosophy, and move on to the philosophically more fruitful investigation of the why and wherefore of moral change between generations and between historical periods. Pp. xi +286. $9.95) There is a sense in which the title of this book is misleading. To be sure, Dr. Itzkoff does deal with Cassirer and with Cassirer's neo-Kantian conception of scientific knowledge and of man. But there is more to the book than this. The first seven chapters are, in effect, a demonstration that "Cassirer left us with a difficult theoretical dilemma: the existence of two contrasting and opposed views of human nature" (p. 172). The last two chapters (pp. 172-252) are the author's attempt to bring those two views into harmony within the framework of contemporary science and philosophical analysis. The first two chapters (pp. 1-37) trace briefly the development of philosophical thought from the time of "the intellectual revolution set in motion by Galileo" to Kant's "Copernican revolution"--to the Kantian thesis, that is, that "the fundamental act of perception and the structuring of experience itseLf depend upon... 'transcendental apperception' as a 'condition of the possibility of perception itself'" (p. 27). It is the concern with "form and function" rather than with "substance and reality," which the Marburg neo-Kantians, and with them Cassirer, accepted as the lasting achievement of Kant's "critical philosophy." But Cassirer found in Kant also a "parallel concern... for humanistic disciplines" (p. 33) and, as "a central theme," the assertion of the "autonomy of human nature" (p. 35). The survey is suggestive but, in some respects, it is also inaccurate. For example, Kant's presumed "lapse into a radical subjectivism" cannot be justified by the reference, in passing, as it were, to the Opus postumum (p. 29)--although the fault is here perhaps that of Norman Kemp Smith rather than that of the author. BackgroundBiobanks are considered to be key infrastructures for research development and have generated a lot of debate about their ethical, legal and social implications. While the focus has been on human genomic research, rapid advances in human microbiome research further complicate the debate.DiscussionWe draw on two cystic fibrosis biobanks in Toronto, Canada, to illustrate our points. The biobanks have been established to facilitate sample and data sharing for research into the link between disease progression and microbial dynamics in the lungs (...) of pediatric and adult patients. We begin by providing an overview of some of the ELSI associated with human microbiome research, particularly on the implications for the broader society. We then discuss ethical considerations regarding the identifiability of samples biobanked for human microbiome research, and examine the issue of return of results and incidental findings. We argue that, for the purposes of research ethics oversight, human microbiome research samples should be treated with the same privacy considerations as human tissues samples. We also suggest that returning individual microbiome-related findings could provide a powerful clinical tool for care management, but highlight the need for a more grounded understanding of contextual factors that may be unique to human microbiome research.ConclusionsWe revisit the ELSI of biobanking and consider the impact that human microbiome research might have. Our discussion focuses on identifiability of human microbiome research samples, and return of research results and incidental findings for clinical management. (shrink)

'Uncertainty and chance' is a subject with a broad span, in that there is no academic discipline or walk of life that is not beset by uncertainty and chance. In this book a range of approaches is represented by authors from varied disciplines: natural sciences, mathematics, social sciences and medical sciences. At one extreme, this volume is concerned with the foundations of probability. At the other extreme, we have scholars who acknowledge the concept of chance and uncertainty but do not (...) cope with it by means of systematic measurement or quantative analysis. (shrink)

The ongoing debate on the ethics of using artificial intelligence (AI) in military contexts has been negatively impacted by the predominant focus on the use of lethal autonomous weapon systems (LAWS) in war. However, AI technologies have a considerably broader scope and present opportunities for decision support optimization across the entire spectrum of the military decision-making process (MDMP). These opportunities cannot be ignored. Instead of mainly focusing on the risks of the use of AI in target engagement, the debate about (...) responsible AI should (i) concern each step in the MDMP, and (ii) take ethical considerations and enhanced performance in military operations into account. A characterization of the debate on responsible AI in the military, considering both machine and human weaknesses and strengths, is provided in this paper. We present inroads into the improvement of the MDMP, and thus military operations, through the use of AI for decision support, taking each quadrant of this characterization into account. (shrink)

The phase φ of any wave is determined by the ratio x/λ consisting of the distance x propagated by the wave and its wavelength λ. Hence, the dependence of φ on λ constitutes an analogue system for the mathematical operation of division, that is to obtain the hyperbolic function f(ξ)≡1/ξ. We take advantage of this observation to decompose integers into primes and implement this approach towards factorization of numbers in a multi-path Michelson interferometer. The volume presents essays on the philosophical explanation of the relationship between body and soul in antiquity from the Presocratics to Galen. The title of the volume alludes to a phrase found in Plato, Aristotle and Plotinus, referring to aspects of living behaviour involving both body and soul, and is a commonplace in ancient philosophy, dealt with in very different ways by different authors.

Objectives: To study the attitudes of both medical and non-medical students towards the do-not-resuscitate decision in a university in Hong Kong, and the factors affecting their attitudes.Methods: A questionnaire-based survey conducted in the campus of a university in Hong Kong. Preferences and priorities of participants on cardiopulmonary resuscitation in various situations and case scenarios, experience of death and dying, prior knowledge of DNR and basic demographic data were evaluated.Results: A total of 766 students participated in the study. There were statistically (...) significant differences in their DNR decisions in various situations between medical and non-medical students, clinical and preclinical students, and between students who had previously experienced death and dying and those who had not. A prior knowledge of DNR significantly affected DNR decision, although 66.4% of non-medical students and 18.7% of medical students had never heard of DNR. 74% of participants from both medical and non-medical fields considered the patient’s own wish as the most important factor that the healthcare team should consider when making DNR decisions. Family wishes might not be decisive on the choice of DNR.Conclusions: Students in medical and non-medical fields held different views on DNR. A majority of participants considered the patient’s own wish as most important in DNR decisions. Family wishes were considered less important than the patient’s own wishes. (shrink)

The most reliable manuscript of Statius' Achilleid is the Puteaneus , and its authority, against the group QKC, is frequently upheld only by the Codex Etonensis . The readings of this manuscript , which contains, apart from the Achilleid, Maximian, Ovid's Remedium Atnoris and other poems, were collated by C. Schenkl, Wiener Studien, iv , 96 ff., and were used by H. W. Garrod for the O.C.T. of Statius: Klotz in the Teubner 2nd edition merely notes the readings of Schenkl (...) and of the Oxford text. Unfortunately these are neither complete nor always accurate; and the latter should be corrected as follows: 1. In three passages the Oxford text differs from the reading of PEKQ without noting the fact: Ach. i. 145 Non superant is not, as implied, the MS. reading, but Havet's conjecture: PEKQ have nam superant. 306 PEKQ have impulsam , not impulsum. 680 PEKQ ibi, not ubi. Given its non-invasive nature, there is increasing interest in the use of transcutaneous vagus nerve stimulation across basic, translational and clinical research. Contemporaneously, tVNS can be achieved by stimulating either the auricular branch or the cervical bundle of the vagus nerve, referred to as transcutaneous auricular vagus nerve stimulation and transcutaneous cervical VNS, respectively. In order to advance the field in a systematic manner, studies using these technologies need to adequately report sufficient methodological detail to enable comparison of results between (...) studies, replication of studies, as well as enhancing study participant safety. We systematically reviewed the existing tVNS literature to evaluate current reporting practices. Based on this review, and consensus among participating authors, we propose a set of minimal reporting items to guide future tVNS studies. The suggested items address specific technical aspects of the device and stimulation parameters. We also cover general recommendations including inclusion and exclusion criteria for participants, outcome parameters and the detailed reporting of side effects. Furthermore, we review strategies used to identify the optimal stimulation parameters for a given research setting and summarize ongoing developments in animal research with potential implications for the application of tVNS in humans. Finally, we discuss the potential of tVNS in future research as well as the associated challenges across several disciplines in research and clinical practice. (shrink)

Using fMRI, we investigated how right temporal lobe gliomas affecting the posterior superior temporal sulcus alter neural processing observed during speech perception and production tasks. Behavioural language testing showed that three pre-operative neurosurgical patients with grade 2, grade 3 or grade 4 tumours had the same pattern of mild language impairment in the domains of object naming and written word comprehension. When matching heard words for semantic relatedness (a speech perception task), these patients showed under-activation in the tumour infiltrated right (...) superior temporal lobe compared to 61 neurotypical participants and 16 patients with tumours that preserved the right postero-superior temporal lobe, with enhanced activation within the (tumour-free) contralateral left superior temporal lobe. In contrast, when correctly naming objects (a speech production task), the patients with right postero-superior temporal lobe tumours showed higher activation than both control groups in the same right postero-superior temporal lobe region that was under-activated during auditory semantic matching. The task dependent pattern of under-activation during the auditory speech task and over-activation during object naming was also observed in eight stroke patients with right hemisphere infarcts that affected the right postero-superior temporal lobe compared to eight stroke patients with right hemisphere infarcts that spared it. These task-specific and site-specific cross-pathology effects highlight the importance of the right temporal lobe for language processing and motivate further study of how right temporal lobe tumours affect language performance and neural reorganisation. These findings may have important implications for surgical management of these patients, as knowledge of the regions showing functional reorganisation may help to avoid their inadvertent damage during neurosurgery. We report on the deliberations of an interdisciplinary group of experts in science, law, and philosophy who convened to discuss novel ethical and policy challenges in stem cell research. In this report we discuss the ethical and policy implications of safety concerns in the transition from basic laboratory research to clinical applications of cell-based therapies derived from stem cells. Although many features of this transition from lab to clinic are common to other therapies, three aspects of stem cell biology pose (...) unique challenges. First, tension regarding the use of human embryos may complicate the scientific development of safe and effective cell lines. Second, because human stem cells were not developed in the laboratory until 1998, few safety questions relating to human applications have been addressed in animal research. Third, preclinical and clinical testing of biologic agents, particularly those as inherently complex as mammalian cells, present formidable challenges, such as the need to develop suitable standardized assays and the difficulty of selecting appropriate patient populations for early phase trials. We recommend that scientists, policy makers, and the public discuss these issues responsibly, and further, that a national advisory committee to oversee human trials of cell therapies be established. **NB we did not reccommend a NAC, we think it might be appropriate**. This edited collection presents the case for a research program (in Lakatos's sense) in the social sciences based on the theory of recognition developed by Axel Honneth and others in recent years. The cumulative argument of the book is that recognition theory provides both a plausible framework for explaining social conflict and a normative compass for reaching just resolutions.
